What is lecsConfDefaultLesFlag?
Controls whether the LECS falls back to a hardcoded default LES address (enable(1)) if its configuration database file is unreachable, or refuses to answer (disable(2)). An admin enables this as a safety net so clients can still join an ELAN even if the LECS database is temporarily unavailable.
