What is lecArpFlags?

Indicates the state of this ARP resolution: incomplete(1) while still resolving, loopback(2) for the LEC's own address, pending(3) while a connection is being set up, or valid(4) once usable. An admin checks this to see whether a stalled ARP entry is stuck incomplete rather than resolved.
