This read-only counter tracks how many legacy IEEE 802.1D-1998 Configuration BPDUs this port has received. A rising count here (rather than on the RST/MST counters) tells an admin the port is talking to an older classic-STP neighbor rather than an RSTP/MSTP-capable one.
