What is fbL2tpTunnelsFailed?

This counts how many L2TP tunnels ended up in the FAILED state rather than completing setup or running normally. A rising failed count points an admin toward connectivity, authentication, or configuration problems affecting tunnel establishment. For example, this counter jumping from 0 to 20 shortly after a configuration change strongly suggests that change broke a tunnel parameter shared by multiple peers.
