Description: Number of tunnels in CLOSING state.

What is fbL2tpTunnelsClosing?

This counts how many L2TP tunnels are currently in the CLOSING state, meaning they are in the process of being torn down. This is normally a transient, low, fast-moving number, so an admin who sees it stay elevated for an extended period should suspect tunnels are not shutting down cleanly. For example, a spike here right after a mass disconnect event is expected, but the count lingering high afterward would warrant investigation.
