What is fbL2tpSessionsNegotiating?

This counts how many L2TP sessions are currently negotiating PPP/LCP parameters with the far end. An admin who sees this count stuck rather than draining into LIVE should suspect a protocol or client compatibility mismatch. For example, this value remaining at 3 for many minutes suggests a handful of sessions from a particular client type are failing to complete negotiation.
