What is fbL2tpSessionsClosing?

This counts how many L2TP sessions are currently in the CLOSING state, in the process of tearing down. This is normally a small, transient number, so an admin seeing it stay elevated should suspect sessions are not disconnecting cleanly. For example, a spike in this counter right after a mass logoff event is expected, and it should drain quickly if session teardown is functioning normally.
