What is fbL2tpSessionsClosed?

This counts how many L2TP sessions have fully completed teardown into the CLOSED state. An admin uses it together with fbL2tpSessionsClosing and fbL2tpSessionsFailed to confirm sessions are actually finishing cleanup rather than lingering in an intermediate state. For example, this count incrementing in step with fbL2tpSessionsLive decrementing during a planned, rolling disconnect confirms sessions are closing properly rather than hanging.
