What is timeRangePeriodicStartTime?
This read-create value, encoded per the TimeRangePeriodicTime convention (hour:minute), sets the daily start time of a periodic entry's active window. An admin sets this together with timeRangePeriodicStartDay to define exactly when each day in the schedule's active window begins. For example, setting timeRangePeriodicStartTime to 08:00 alongside a weekday day-mask makes a business-hours policy start applying at 8am each weekday.
