What is cpCaptivePortalInstanceBlockStatus?

Read/write control to manually block or unblock a captive portal instance from accepting new authentications: set blockPending(0) to block it (status then reads blocked(1)) or notBlockPending(2) to unblock it (status then reads notBlocked(3), the default). Use this to temporarily suspend logins on one portal, e.g. during maintenance, without disabling the whole instance.
