This accessible-for-notify EapsDomainState enum records the domain's previous EAPS state, carried as context in state-change trap notifications. An admin reading a state-change trap uses this alongside the new extremeEapsState value to see exactly what transition just occurred, e.g. complete(1) to failed(2).
