What is swERPSMgmtRAPSRPLOwnerOperStatus?

The RPL owner's actual operational status: active(1) meaning the admin-enabled RPL owner is currently acting as the active owner, inactive(2) meaning it's enabled but not currently the acting owner, or disabled(3) meaning the RPL owner admin state is off. Admins compare this to swERPSMgmtRAPSRPLOwnerAdminState to see whether the configured owner role is actually in effect right now.
