This read-only INTEGER reports the connection-establishment time, in milliseconds, of the most recent sample for this test. An admin reads this to isolate the time spent establishing a network connection (e.g. TCP handshake) as distinct from DNS lookup or transaction time. A high svcRspTableConnLastSample with normal name-lookup and transaction times would point an admin at network-level connection delay as the bottleneck.
