Description: Enables retune monitoring by the IRD. When read, this leaf provides the actual enable/disable status of the retune monitoring function in the IRD, and not just the last value that was written to this leaf. The IRD resets retuneMsgStatistic and all entries in the retuneMsgTable each time it receives an enable message; toggling enable/disable/enable is not required for this reset.
