What is dnsServOptCounterSelfReqRefusals?

This OID holds a counter tracking how many DNS queries from a resolver (a DNS client) running on the same host as the server were rejected by the server. When you monitor this counter, you can identify configuration problems or security mismatches where the server is rejecting its own resolver. A network operator would check this when troubleshooting why local applications cannot resolve domain names despite the DNS server running on the same system.
