What is swAnnualSummerTimeStart?

This field encodes a fixed calendar date and time of day-of-month, month, hour, and minute when summertime begins, and is only active when swSummerTimeStatus is set to annual. Admins use annual mode when their region's daylight-saving rule doesn't fit a repeating weekday-based pattern, requiring the exact date to be updated each year. For example, a value of 01 02 0e 1e encodes the 1st of February at 13:30, per the object's own documented example.
