Description:

The value of sysUpTime when the last call to this peer was started. For ISDN media, this will be the time when the setup message was received from or sent to the network. This object will be updated whenever a call is started or cleared.

What is dialCtlPeerStatsLastSetupTime?

This timestamp marks when the most recent call setup began with this peer, measured in system uptime ticks (hundredths of a second). Engineers compare this against current time to estimate call duration and identify which peers are currently active. If the timestamp is recent, the call is still in-flight.
