What is dialCtlPeerCfgCarrierDelay?

This read-write number specifies the call timeout in seconds—how long the device waits for a carrier signal before giving up the dial attempt, with zero using the interface's default timeout. Operators adjust this based on carrier characteristics and dial quality; too short causes false failures while too long wastes time. A congested network at peak hours might be set to 30 seconds timeout instead of the default 15 to accommodate slower call setup.
