This read-only TimeTicks value is the sysUpTime at which the associated system-wide peak transmit/receive bit-rate sample ended, or zero if the sample hasn't accumulated enough data yet. Administrators use it to date-stamp a recorded system-wide traffic peak so it can be matched to a specific incident window in other logs. A zero value here across every row would tell the admin the device was rebooted or reset too recently for any system peak history to have formed.
