This read-only TimeTicks value records sysUpTime at the moment the associated per-port peak bit-rate sample interval ended, or is zero if the port keeps no utilization stats or hasn't accumulated a valid sample yet. An admin uses it to know exactly when a recorded peak actually occurred, so a spike can be correlated with other events like a backup job or broadcast storm. Seeing a zero here for a given port tells the admin that port's peak-tracking counters simply haven't built up enough history to trust yet.
