What is ctAgentDhcpServerManualPoolClientHWAddr?

This read-write DisplayString specifies the hardware address of a DHCP client for a manual binding, valid only for manual bindings and shown as 'unconfigured' otherwise, with the hardware type configured after it. An administrator sets this to the client's MAC address to permanently reserve a specific IP for that device. For example, an admin ensuring a security camera always receives the same IP would set ctAgentDhcpServerManualPoolClientHWAddr to that camera's MAC address.
