This read-create RowStatus object controls the lifecycle of an ARP ACL entry, supporting active, createAndGo, and destroy values, and it cannot be destroyed while rule entries in the arpAclRuleTable still reference it. An administrator uses it to formally activate a newly defined ARP ACL or to remove one that is no longer needed. For example, an admin decommissioning an ACL must first delete all of its rules in arpAclRuleTable before setting ctAgentArpAclRowStatus to destroy(6) will succeed.
