This is a read-only field indicating that Cm1 tried to dial a notification destination with no phone or pager number configured, per internal alarm NNC1. It catches a setup mistake where an alarm points at a callout entry left blank, which would otherwise fail to notify anyone silently. For example, cps6000Cm1Nnc raises the NNC1 condition when Cm1 attempts to notify destination P3 but that entry's phone number field was never filled in.
