Terminal loopback turns the signal around near the client side to test the local equipment, while facility loopback turns it around at the line side to test the transmission path toward the far end, so this setting determines exactly which segment of the circuit is being validated. For example, setting this to facility loops the signal back out onto the transmission facility itself, letting an operator confirm the outside fiber plant is intact without needing access to the far-end equipment.
