Description: The operational state specifies whether or not a resource is able to provide service. The operational state shall be visible to the operator. The user cannot modify the operational state. It provides a simple mechanism for the operator to decide whether a resource is operational or not, therefore this parameter has a read-only nature. The operational state is closely coupled with the alarm status of a resource, i.e. state transitions are triggered internally by the NE software. It can have one of the following values: Down: The resource is totally inoperable and unable to provide service to the user(s) Up: The resource is partially or fully operable and available for use.

What is tdcOperStatus?

This is the read-only operational state of the TDC module, showing whether it is actually functioning right now. It's driven internally by the NE and tied to the module's alarm status. For example, a TDC reporting operationally down despite an admin status of up would alert the admin to a genuine hardware fault in the dispersion-compensation module.
