Description: The operational state specifies whether or not a resource is able to provide service. The operational state shall be visible to the operator. The user cannot modify the operational state. It provides a simple mechanism for the operator to decide whether a resource is operational or not, therefore this parameter has a read-only nature. The operational state is closely coupled with the alarm status of a resource, i.e. state transitions are triggered internally by the NE software. It can have one of the following values: Down: The resource is totally inoperable and unable to provide service to the user(s) Up: The resource is partially or fully operable and available for use.

What is subportOperStatus?
This is the read-only operational state of the subport, showing whether that specific logical channel is actually passing service right now. It's tied to the subport's own alarm status independently of its sibling subports on the same physical port. For example, one subport reporting operationally down while its neighbors on the same port report up would tell the admin the fault is isolated to that single customer's channel.
