What is subportAvailStatus?

This is a bitmask of detailed availability flags for the subport, such as failed, degraded, or notPresent. It gives an admin granular per-channel diagnostic detail distinct from the parent port's own status. For example, a subport flagged degraded while its parent port shows no alarm at all would tell the admin the problem is specific to that one logical channel.
