What is subportArcSubState?
This provides additional detail on the subport's ARC behavior when its main state is NALM-QI, distinguishing count-down from not-ready conditions. It gives an admin finer insight into why alarm reporting is currently held off on that specific logical channel. For example, an admin seeing nalmCd on a subport would know its holdoff timer is actively counting down rather than being stuck waiting.
