What is shelfAvailStatus?
This is a bitmask of availability-status flags, such as failed, degraded, or notPresent, describing the shelf's current operational condition beyond a simple up or down state. It lets an admin see multiple simultaneous conditions on the shelf at once, like being both degraded and in-test. For example, a shelf showing the degraded bit set alongside otherwise normal operation would tell the admin to investigate a partial fault, such as one failed fan, without assuming the whole shelf is down.
