What is portArcSubState?
This provides additional detail about the ARC mechanism when the port's main ARC state is in NALM-QI, distinguishing conditions like count-down versus not-ready. It gives an admin finer insight into exactly why alarm reporting is currently being held off on a port. For example, a sub-state of nalmCd would tell the admin the port is actively counting down its holdoff timer before alarms will be reported, rather than sitting in a truly not-ready state.
