What is portArcState?
This reports the current active mode of the port's Alarm Report Control, reflecting the live state of the ARC mechanism rather than just its configuration. It tells an admin whether the port is currently in an alarm-suppressed state during signal acquisition or fully alarming normally. For example, a port stuck in the nalmQi state longer than expected would prompt the admin to investigate why the signal never fully qualified.
