What is portArcConfig?
This is the configured mode for the port's Alarm Report Control, ARC, which governs how alarms are suppressed or reported during activities like initial signal acquisition. It lets an admin control alarm behavior on a port to avoid nuisance alerts during expected transitional states. For example, an admin bringing up a new client port would leave ARC config at the default nalm-qi so alarms are suppressed intelligently while the signal first stabilizes.
