What is pluggableAdminStatus?
This is the administrative state of the pluggable, letting an operator permit or prohibit its use independent of the module's physical health. It lets an admin deliberately disable a pluggable before physically removing it. For example, an admin planning to swap out an optic for maintenance would first set this to down to suppress alarms during the physical removal.
