This counter records, in seconds, how long the OTUC3 (roughly 300G-class) optical signal was in a loss-of-signal condition during the monitoring interval. It's a direct indicator of physical-layer outages such as a fiber cut, disconnected patch cord, or failed laser feeding this OTUC3 path. A sudden nonzero reading on an OTUC3 circuit that had always shown zero would prompt a field dispatch to check the fiber connectors at both ends.
