What is otuc2StatisticsEntryUnavailableSeconds?
This counter measures, in seconds, how long the OTUC2 signal was considered unavailable for service during the monitoring window, the most severe of the OTUC2 PM tiers. An administrator uses it to quantify actual service-affecting outage time on a 200G optical channel rather than just degraded-but-still-carrying-traffic periods. If unavailable seconds jump from zero to several hundred, it signals the OTUC2 path went fully down at some point in the interval, warranting a root-cause check on the transponder or fiber.
