Access: read-only

Description: The operational state specifies whether or not a resource is able to provide service. The operational state shall be visible to the operator. The user cannot modify the operational state. It provides a simple mechanism for the operator to decide whether a resource is operational or not, therefore this parameter has a read-only nature. The operational state is closely coupled with the alarm status of a resource, i.e. state transitions are triggered internally by the NE software. It can have one of the following values: Down: The resource is totally inoperable and unable to provide service to the user(s) Up: The resource is partially or fully operable and available for use.

What is otsOperStatus?

This read-only up/down value reflects whether the OTS span is actually able to carry traffic right now, driven internally by the device's alarm logic rather than settable by the user. An operator checks this to know the real health of an amplified fiber span, since it can go down even while the admin status remains up, for example due to a fiber cut. Seeing operStatus down alongside adminStatus up on the same OTS interface tells the admin the span failed unexpectedly rather than being intentionally disabled.
