What is otsAvailStatus?
This BITS value on an OTS interface can carry any combination of qualifier flags such as failed, mismatch, lowerLayerDown, degraded, or inTest, giving detail beyond the simple up/down status about why the span is in its current state. An admin reads this to understand, for instance, whether an OTS span reporting down is failed outright versus merely degraded or in a test mode. If the avail status shows "degraded" without "failed," an operator knows the amplified span is still passing light but running outside normal parameters, prompting a proactive span-loss check.
