What is otsAdminStatus?
This is the administrative up/down state of an OTS optical interface, defaulting to up, set by an operator independently of whether the span is actually working. Setting it to down is how an admin deliberately takes an optical span out of service, for example before physically disconnecting an amplifier for maintenance. If a technician forgets this step and instead just pulls the fiber, the resulting fault alarms will be harder to distinguish from a real failure.
