Description: The operational state specifies whether or not a resource is able to provide service. The operational state shall be visible to the operator. The user cannot modify the operational state. It provides a simple mechanism for the operator to decide whether a resource is operational or not, therefore this parameter has a read-only nature. The operational state is closely coupled with the alarm status of a resource, i.e. state transitions are triggered internally by the NE software. It can have one of the following values: Down: The resource is totally inoperable and unable to provide service to the user(s) Up: The resource is partially or fully operable and available for use.

What is ospfOperStatus?

This read-only up/down status reflects whether the OSPF instance is actually running and able to provide service. An admin checks this to distinguish an OSPF process that's administratively enabled but not actually operating, versus one running normally. Seeing adminStatus up but operStatus down for an OSPF instance points to an internal fault in the routing process itself rather than a simple configuration choice.
