What is oscAvailStatus?
This BITS field for an OSC interface can report status qualifiers such as failed, mismatch, lowerLayerDown, degraded, or inTest to detail the supervisory channel's condition. Because the OSC often carries the only remote management path to an unmanned amplifier hut, an operator watches this closely since a failed OSC can mean losing visibility into that site entirely. A "failed" avail status on an OSC serving a remote amplifier site would prompt an urgent field visit since remote diagnostics may no longer be possible there.
