Description: The operational state specifies whether or not a resource is able to provide service. The operational state shall be visible to the operator. The user cannot modify the operational state. It provides a simple mechanism for the operator to decide whether a resource is operational or not, therefore this parameter has a read-only nature. The operational state is closely coupled with the alarm status of a resource, i.e. state transitions are triggered internally by the NE software. It can have one of the following values: Down: The resource is totally inoperable and unable to provide service to the user(s) Up: The resource is partially or fully operable and available for use.

What is omsOperStatus?

This read-only up/down status reflects whether the OMS multiplex section is currently able to carry its multiplexed wavelengths, driven by the device's internal alarm logic rather than user-settable. Because an OMS carries many individual wavelengths, this status going down is a high-impact event that an operator needs to notice immediately, as it implies every channel riding that multiplex section is affected. A NOC dashboard would prioritize an OMS operStatus alarm above a single-wavelength alarm precisely because of this broader blast radius.
