What is omsAvailStatus?

This BITS field on an OMS interface can report qualifiers like failed, mismatch, lowerLayerDown, degraded, or inTest to explain the multiplex section's condition in more detail than a simple up/down value. An operator reads it to distinguish, for example, an OMS that's degraded from optical power drift versus one that has fully failed. Seeing "lowerLayerDown" set on an OMS avail status would immediately point the admin to check the underlying OTS span rather than the OMS layer itself.
