Description: The operational state specifies whether or not a resource is able to provide service. The operational state shall be visible to the operator. The user cannot modify the operational state. It provides a simple mechanism for the operator to decide whether a resource is operational or not, therefore this parameter has a read-only nature. The operational state is closely coupled with the alarm status of a resource, i.e. state transitions are triggered internally by the NE software. It can have one of the following values: Down: The resource is totally inoperable and unable to provide service to the user(s) Up: The resource is partially or fully operable and available for use.

What is oc192OperStatus?
This read-only INTEGER (up (1) or down (2)) reports whether an OC-192 (10 Gb/s SONET) client port is actually able to carry traffic right now, a state the system derives internally from alarm conditions rather than one the operator sets directly. An administrator watches this value as the definitive real-time health indicator for the facility, since it changes automatically the moment a service-affecting fault is declared or cleared. For example, if a fiber cut causes loss of signal on OC-192, this operational status flips to down immediately, giving the monitoring system a clear, alarm-driven signal that the facility is out of service.
