This reports the ambient temperature sensed at the network-element level by the primary shelf's sensor. It gives an admin an overall thermal health indicator for the whole NE, not just one component. For example, a rising NE-level temperature reading during a hot summer day would prompt an admin to check whether the site's cooling system is functioning before individual card temperatures start climbing too.
