This is the administrative on/off switch for a given key synchronization session, indicating whether the operator has enabled (up) or disabled (down) that session independent of whether it can actually connect. Because it is user-set and decoupled from real connectivity, an administrator can use it to deliberately suspend encryption-key exchange with a peer, for instance while investigating a suspected key-compromise incident. For example, setting keySyncSessionAdminStatus to down on a session toward a remote node stops the local NE from continuing to synchronize traffic-encryption keys with that peer until it is set back to up.
