Description: The operational state specifies whether or not a resource is able to provide service. The operational state shall be visible to the operator. The user cannot modify the operational state. It provides a simple mechanism for the operator to decide whether a resource is operational or not, therefore this parameter has a read-only nature. The operational state is closely coupled with the alarm status of a resource, i.e. state transitions are triggered internally by the NE software. It can have one of the following values: Down: The resource is totally inoperable and unable to provide service to the user(s) Up: The resource is partially or fully operable and available for use.

What is goptOperStatus?
This read-only up/down status reflects whether a GOPT protected optical group is currently able to provide service, driven by the device's internal alarm and protection logic. An operator watches this to confirm the protection group as a whole is healthy, since it can reflect the combined state of the working and protection paths it manages. If operStatus on a GOPT drops to down even though the individual member interfaces look fine, it suggests a problem specifically in the protection-switching logic itself.
