What is goptAvailStatus?

This BITS field for a GOPT interface can report qualifiers such as failed, mismatch, lowerLayerDown, degraded, or inTest describing the detailed condition of the protected optical group. An operator reads this to see, for instance, whether a GOPT reporting trouble is fully failed versus merely degraded while protection switching keeps service running. Seeing "degraded" rather than "failed" on a GOPT avail status reassures the admin that traffic is likely still protected even though the group needs attention.
