Because the NE can retain multiple saved database snapshots, for example before and after a major change, this ID lets an admin reference a specific one when restoring or comparing configurations. For example, an admin might keep databaseId 1 as the running configuration and databaseId 2 as a pre-change backup, so they can revert to ID 2 if a change causes problems.
