This read-write EpochTime attribute holds the ComController's own clock as a 31-bit signed count of seconds since 1970. Keeping the headend's own clock accurate matters because it's the time base for the controller-level alarms, logs, and trap timestamps generated at this level, separate from any individual STU's clock. For example, after a power event resets the headend's clock, an NMS would write the correct value to hcxEpochTime so subsequent controller-level alarms are timestamped correctly relative to the rest of the network.
