This read-write attribute turns DES encryption on or off across the entire ComController system, defaulting to true. Because it's a system-wide switch, disabling it affects every STU served by this headend, so an admin only turns it off deliberately, such as to accommodate an incompatible legacy device. For example, if an older STU can't complete encryption negotiation, an operator might temporarily set hcxEncryptionEnable to false to restore its service while investigating, understanding this also removes encryption for every other STU on that controller.
